What does it mean to be a Verified member of PayPal?

For U.S. PayPal account holders, being Verified means you have added and
confirmed a bank account, or have been otherwise Verified by PayPal.
Because Verification increases the security of the PayPal network,
you'll be able to do the following once you're Verified:
- Lift your sending and withdrawal
limits
- Send payments instantly using a
checking account
- Become eligible for the Seller
Protection Policy
- Increase credibility with sellers
and/or buyers (since being Verified means you have confirmed ownership
of a bank account)

Can non-U.S. members become Verified?
Yes.
Non-U.S. members* who have completed their Expanded Use enrollment have
the status of Verified. As part of the Verification process, non-U.S.
members must confirm an email address, add a credit card, and enter
their Expanded Use Number or be otherwise Verified by PayPal.
* German members must
add a bank account and complete a Manual bank transfer or add a
credit card and complete the Expanded Use process to become Verified
or they can become otherwise Verified by PayPal.
* Canadian members must
add and confirm a bank account and validate their account
information to become Verified or become otherwise Verified by
PayPal.
* U.K. members must add
a bank account, complete bank funding and validate their account
information to become Verified. Premier and Business Account holders
in the U.K. must also supply merchant information for the
Verification process. They can also become otherwise Verified by
PayPal.
However, non-U.S. Verified members do not
currently qualify for and are not covered by the Buyer Complaint Policy
or the Seller Protection Policy.
